If you are talking about ARP rod bolts then its myth your stock ones will be fine upto the pint of forging the engine

They are not needed for cars under 450hp

I agree with Jamie, you do not need ARP bolts until you hit the 450 mark unless of course, you are going below that mark for now with an expectation to go higher later on.

If that is the case then it will save you time and money to go for it right away.

Head bolts need to be changed at certain cylinder pressure rather than BHP, it depends on many factors. While its probably safe to change at 450hp. It might not be nessesary on some cars till much higher hp. If the PEP and MEP (peak and mean effective cylinder pressures are lower. I.e. A car with a bigger turbo.

As Jamie said, rod bolts are a myth, there only if your going to rev it higher.
