voltage at wastegate solenoid?

Hi.

I have had a a problem with over boosting. Ive replaced the hoses to actuator and solenoid. Blown down the pipe to check wastegate opens and its all good. Im getting a new solenoid anyway as I believe the seat is leaking after a vacuum test. I checked the voltage feed at the solenoid. It was staying at 14.4v. Is this right or is it my power probe note being able to keep up with the change?
Any help is appreciated.
