Check the switch on the lever, also the ETACS unit, find one from a friend and replace it, see if problem goes away. This is not a problem caused by the relay or fuse, these are there to only power up the lights and protect from further damage to circuitry and wiring in case of overloading.

The forum will not allow me to attach you a link to help you with ETACS. It is located behind the secondary fuse box inside the car on the driver's side.

It is a rectangular box at the specific location, colour is not of any signifigance. You can reset/change some of the settings through the tactrix cable via the OBD2 port, but in regards to your problem I do not think you have that option as it is a malfunction of a part. If it is indeed the Etacs box itself the problem, it should go away by replacing the unit. The evo 4,5,6 units are inter-changeable, so are the 7,8,9 ones. You need to remove the plugs from it, unbolt it and replace.
