standard is around 0.8, just read you have idle issues also, this does point to a boost leak..
i had the same a while back mine was only boosting 1.6 checked all conections to hoses couldnt find a thing, made a pressure tester pumped it up and then could hear the leak after it was presured to about 1.7/8ish bar, it was only a clip what needed replacing then i was back to full boost, and idle was back to normal,

idle is fine untill i stop very quickly and someone has posted saying that this is because of the aftermarket bov thats been installed.

you tried takin your bov off and blocking the pipe off, as that might be leaking..

if its not boosting.... turbo ****ed... boost leak... hoses not plummed correctly... hole in intercooler... ****ed bov...
does it drive ok other wise?
idle issues.... boost leak... TPS not set correct... vta bov.. but there again your idle could just need resetting if youve disconnected battery,
if i were you i would get a boost gauge plumb in a manual controller and block the bov off and see what happens, if still the same least youve eliminated those items..

drives fine just not enough boost

checked turbo for play in shaft and its fine
vta bov is the idle issues when stopping quickly
ive re-plumbed all the boost pipes excluding intercooler and still same
only thing ive not checked and did not route around is the bov

Right to start of YOU NEED TO LISTEN to what we're saying. Don't wanna sound rude but all the answers we have given you will find your problem.
Craig gave you all the right things to test as he had to do the same and eventually listened to me and chris and got it sorted:D
Get a boost gauge fitted.
Plumb turbo to actuator and test drive to see what boost you are truely getting...STOP guessing.
Boost leak test. It could be leaking from any pipe/gasket/part from intake pipe to intake manifold.

Start with this then come back with your answers/questions

+1 if you haven't pressurised the system you will not know if it's leaking or not.

Like rob said I was pulling my hair out.

Also I will say when you removed the pipe off the actuator and went for the drive was the hose still going to the standard solenoid? That could be why u had no more boost, if not you may need to get your wallet out
