evo 4 overheating, rad fans not coming on

Evo 4 overheating problem,
I've just bought the car (cheap) and keeps overheating but temp gauge says just above half way, changed radiator, thermostat, temperature sensor, new head gasket, car runs great, I have noticed the fans do not come on at all, these work when hardwired up to battery, could it be a ecu fault??

If the fan is kicking in when hardwired it will be the control box on the fan body
