Evo 4 Blower Fan Speed Problem

Hi i have a problem when i try to increase the speed of the fan it is always stuck on high. My electrician told me to replace the fan resistor which i have bought an other one but remained the same. Has any one encountered this problem?

These are the resistors i changed
