boost adjustment in evo VI with HKS evc?

Hey guys was wondering if anyone here will be able to advise me on what to do with my evo VI? I recently bought an evo VI and i'm pretty happy with it bar 1 issue,the boost controller. My evo is running a ralliart ecu,hks racing suction kit,full hks exhaust including ss manifold and de-cat pipe,uprated fuel pump,eibach springs,KYB dampers,hks evc VI(i think?!?)silver and hks turbo timer. Its maybe just me but i cant seem to work out whats happening with the boost on my evo? When i'm gunning the car it runs perfect and feels really quite rapid however the problem comes when i try and take off from low revs in say third or fourth. When i do this the turbo starts to spool up however it then seems to get bogged down,it almost feels as if the car is over fuelling? Could this be possible? Also when i try and setup the hks evc i can never get the peak boost above about 96 kpa,i've been told that the ralliart ecu can run up to 1.5 BAR and although i wouldnt run my car at that it is frustrating that i cant adjust the boost a little when i've got the means to do it and the engine could take a little more. Its maybe just me being thick but any advice or pointers to help out a hopeless novice would be greatly appreciated! Thanks.
