i know the evo 4 has an offset of et35/40 but will et30 fit over the front calipers and et28 fit over the rears or will i need a spacer

I think you will need spacers mate.

Caliper clearance is always an issue.

Personally Id source a set of wheels that fit the mitsi rather than use spacers to fit but thats your choice.

If you do buy spacers make sure you by top end quality ones otherwise you will end up with vibration through the steering wheel.

When I bought my EVO it not only had crap spacers on them the previous owner had also been at the back end of the spokes with an angle grinder to stop them fouling the calipers - shocking!

What width and diameter are the wheels cos that plays a part in it too :)

two choices of wheel one is 8.75 with correct offset
but the ones i really want are 18x8.5 front and 18x9.5 rear i think i will need arch flares an spacers and offset is et30 f and 28 rear

arch flares???? in other words like my last post to your wheels thread, they will be too wide and are more suited to e5/6
