it does, my brother did it and wants to do it again, basically u buy a car for no more then £200 (trust me u won't be able to enter if it's more then £200) and paint it, then drive it to the meeting point, (be it krakow, split, valencia, or munich) have a few giggles on the way then scrap the car (legally) have a piss up then fly home

erm yea i would imagine so cos ur gonna be driving into different countries, but u can get special insurance from the rally site and tax for a month or buy a car with the tax running out

I'd be too paranoid sat in one!! I remember the elders bought a few private ambulances to sell on. I wouldn't sit in them
