The guy in the 2nd vid,was obviously crazy..the other 2 blokes were trying to get him to come down.

several years ago i had some safety training to enable us to work near a railway line and they did say that it had been deemed possible to do this in this country. but only as a very very last resort. i expect the rules have changed a bit now and measures put in place so that such a situation wouldnt arise
