Bigger the hotside the more exhaust flow.
Single puck is bigger and has less items to fail. Twin puck obviously has 2 items which could fail.
You need either one one as that is what controls your boost.
Your actuator opens these to allow the exhaust gases to bypass the turbo. If you weld them closed your turbo will have unlimited boost.
Your elbow is required because it allows both exits of the hotside to flow into 1 exhaust. It also houses your O2 sensor...

You can try. But don't forget it's under immense pressure and heat...

I think you'll find most people call these "single flap" and "twin flap".

Twins had a problem with warp and let air leak past on the higher powered version so Mitsu change to single and most ar after a sinigle flap 10.8t like those on the 8mr.

I wouldn't weld the washers as the flaps have room to move and fit into the hole as they wear and if you weld in a position that isn't air tight you'll be knackered.

Why weld? Is it making a noise?

Sounds like ususual warp issue I'm afraid. 2 bits of good news are;
- you can swap over the hot sides really easily so just need get hold of a 10.5t single flap.
- I have a low mileage Evo 7 FQ300 9.8t tein flap complete turbo on the shelf if you get stuck.
