side lights issue

more questions. some muppet fitted angel eye halo lights on my evo IV before i brought it. and they fitted a tub of silicone around them. leaving me with ****ed up lights!!! however now i have no side lights. i have replaced bulbs which solved the problem then a day later they stopped workin. this time i had no voltage at the bulb. i have checked all fuses in the engine bay, when i turn the side lights on i cant hear any relays clicking over. should i hear them??? could this be my problem?? is there any other fuses i should be checking??? strangley though when full beam is on, my side lights operate?????? does this make any sense to anyone. im a sparky so i hope i can turn my hand to this. thanks all

Thats a difficult one.
My instinct says earths but as a sparky im guessing youve checked that.

Are you saying the relays are clicking back and forth or just at turn on once?
