Nsf dip beam wont work/ osr door only opens from inside

Hi there my nsf dipbeam wont work, tried the obvious bulb and checked the 40 amp fuse underbonnet and thats ok.
I also checked the fuses under drivers footwell again all ok, are their any more fuses ?
Also i noticed the osr door only opens from the inside , do the outside handles fail?

take the rear door panel off can check the rod on the back of the handle hasn't been left off for some reason. never heard of one failing.

no other fuses no. might be a job for a auto electrician

Hi still no joy with either fault
I checked the connection to dip beam bulb ive got 12v either side of bulb and earth at the top is that right? Both sides dont work both
Have same earth and 12 v to bulb
Also pulled off door panel and handle isworking ok but i have to push the bar that the handle is attached to down more to get door to open
Weird as opens inside but not out!!
