Heal toe downshift sounds and feels very complicated at first.
It involves using the clutch, gear leaver, brake and accelerator.
The effect of a well executed heal toe manover is a fast and smooth downshift resulting in less wear on the clutch, syncros, and mounts and of course faster times ;)

NB. Thge example is based on a track ;)

Step 1.
Approaching a left hand corner. The corner is about a 25mph corner and you are doing 80.
Brake hard with the right foot.

Step 2.
At the point where you need to select a gear (second in this case) press the clutch down.

Step 3.
The hard part - roll the outer edge of your right foot over to the accelerator whilst maintaining the breaking pressure.

Step 4.
Change gear

Step 5.
Blip the throttle to match the revs you will need for when you release the clutch.

Step 6.
Release clutch and move your right foot on to the accelerator.

Step 7.
Power away from your excellent corner!

I'll tell you that a heel toe downshift isnt easy. A good way to practice is to just sit in your car and try it with the engine off. Keep repeating the steps until you are familiar with the process. Once you are ready, try it out for real. Most likely, your early attempts will be a mess (dont go ten tenths into a corner and try it!). Practice each step and then work your way to making them all one, fluid motion.

The trickiest part is getting the correct amount of rpms to match the new gear. If you blip the throttle too much, the engine has too much speed compared to the wheels and is forced to drop down to the wheel speed when you release the clutch. If you don't blip the throttle enough, the engine rpms are forced to rise up. Either way, you know you didn't do it right as the car will bump a bit.

You'll also know it when you did it right. A proper heel-and-toe downshift is so smooth and so satisfying.
