Failed MOT for emissions

I need help, my evo 4 failed MOT for emissions. It's at around .620 when it should be at .200 for CO I think. I have a 3 in turbo back exhaust with a new stock cat in it, a slightly bigger throttle body and a hks intake. What would cause it to be higher on emissions and what should I do to fix it? Any help would be appreciated.
