There's always gains to be had with porting, efficiency is increased after all.
It's usually done when you've either peaked performance or when your trying to get gains and you don't want to push the engine any further.
Some folks have other reasons, but those 2 are the main ones.

Aren't the standard manifolds good to quite a high bhp too? 450bhp+?

They are good enough.
In a nut shell; porting just improves the flow, which, in turn, allows for extra gains to be had.
The more power you can extract from a stock engine, the better it will always be.
In the old days, everyone would either consider it or just go for it as there were constraints, such as locked ECU's.
Another mod was the Knife Edge Throttle Butterfly.
These days, it's mostly the guys with NA engines like the civic crews that are doing it as they can't extract much more power otherwise, unless they go turbo or supercharged.
