An evo 8 mr turbo is good for 430 bhp and 430 torque.. I just bought one, and waiting to get it fitted in my 4

From standard on a 4, youd also need

Cat back exhaust
Decat
Good air filter
Arp con rod bolts for safety
Walbro 255l fuel pump
Upgraded ecu from a 5 upwards or a apexi power fc like mine
Upgraded cams

that should see you around 400

tbh the hks turbo will cost you over twice as much, and at 400 bhp youd get the same job from a later evo one.. intercooler should be good for 400, but not 100% sure. i picked up my turbo for £400, and i know someone that gets alot of them if your interested

I think what Skuff said would work. Will the Walbro 255 alone work, or would bigger injectors be needed as well? How much boost do you think it will will be needed?
